Green buildings for the rich gain ground in Beirut

BEIRUT: Water tables are plummeting and air temperatures are soaring and Lebanon’s real estate sector – a cornerstone of the Lebanese economy – is slowly but surely beginning to realize that a major answer to global warming lies in the way they go about their work.

There are three main incentives for a building to “go green,” said Nader Nakib CEO of green building consultancy group G-Building. These are known in the business as the “Tripple Bottom Line:” financial, social and environmental. In the medium-term, explains Nakib, a green building beneficiary can enjoy low operation costs and a boost to the self-esteem while saving on environmental resources.

“We’re trying to adapt people to consume less,” Nakib said in an interview with The Daily Star.

From his corner office in the Al-Shurooq building of Qintari, Nakib laid out some of the benefits of greening construction in a city that has hosted one of the most concentrated urban development feats in the world.

He has carved out a work space compliant with international environmental standards inside a non-green building, in hopes of inspiring other Beiruti businesspeople to adopt their own green ventures amid piles of concrete that are decidedly not green.

“It makes a lot of business sense to go green,” said Nakib, particularly with a subsidy recently launched by the Central Bank, guaranteeing that at least 15 percent of the construction costs of any internationally certified green-endeavor be obtained interest-free.

G-Building has worked closely with the Central Bank to foster a more green friendly urban landscape, while at the same time seeking out ‘business pioneers’ who will help to create new benchmarks in the Real Estate industry that will squeeze competitors into adopting green technologies.

In the high-end Saifi neighborhood, for example, G-Building is helping to lay the groundwork for a cluster of green-compliant buildings named District S. The “district” is crisscrossed by pedestrian passageways and encircled by bike racks, a testament to the environmentally conscious behaviors it says it wants to promote.

It will be only the fifth project in the world to receive the coveted Leader in Energy and Environmental Design certification for neighborhoods, which means that energy costs in those houses will be cut by roughly 70 percent, indoor water by 62 percent, and natural gas by 20 percent.

But a slashing of energy spending does not necessarily mean good news for a buyer’s wallet. Apartments at District S have been priced at nearly $7,000 per meter, which compared to even Lebanon’s spiraling real estate prices, will likely put the overwhelming majority of Lebanese off.

Still, Nakib insists that ‘greening’ is not an enterprise restricted to the rich. The wealthy, he said, are simply pioneers, helping to mainstream green buildings into the Lebanese street.

المغتربون.. مكوّن غير عادي في اقتصاد لبنان

اربعة عشر مليار دولار حجم التحويلات المالية من الخارج في عامي 2008 و2009

استثنائي وغير عادي، هكذا يصف - عادة - المسؤولون الحكوميون والمحللون اقتصاد لبنان. ذلك الاقتصاد المثقل بديون تعادل %148 من الناتج المحلي الاجمالي والرازح تحت عبء عقود من عملية اعادة بناء ما دمرته الحرب الأهلية، الذي يقوضه باستمرار الجمود السياسي، لكنه ورغم كل تلك المعوقات استطاع أن ينجو، بل ويزدهر في بعض الأحيان، من دون خشية من التعثر عن الوفاء بسداد الديون أو الانهيار.
جزء كبير من الاستقرار بعيد الاحتمال في لبنان يأتي من عنصر «غير عادي» يتمثل في العلاقات الوثيقة، التي تربط المغتربين اللبنانيين بوطنهم الأم، لا سيما الأعداد الكبيرة منهم الذين يعملون في دول الخليج. يقول مستشار رئيس الوزراء اللبناني محمد شطح: «السبب الأهم في أن لبنان على ما يرام يتمثل في وجود 350 ألفا - 400 ألف لبناني يعملون في الخليج، وكأنهم يرتحلون يوميا الى مقار عملهم. فلديهم منازل هنا ومدخراتهم هنا وينفقون أموالهم هنا».
انهم هؤلاء المغتربون من غذوا نموا مثيرا للودائع في النظام المصرفي، الذي يشكل نحو %300 من الناتج المحلي الاجمالي للبلاد وقوامه 40 مليار دولار. كما أنهم هم أيضا من غذوا طفرة مذهلة في العقارات، حيث قفزت الأسعار في بعض أنحاء بيروت بنسبة %30 - %40 في السنوات الأخيرة.

تحويلات ضخمة
وفي حين أن الكثير من دول العالم ترنح من تحت وطأة الاضطرابات المالية والركود الاقتصادي في العامين الماضيين، شهد لبنان فترة نادرة من النمو، ويُعزى الفضل نسبيا في ذلك الى دعم المغتربين.
ورغم أن بعض اللبنانيين فقدوا وظائفهم في دبي التي تضررت بشدة، بفعل الأزمة، لكن معظمهم انتقل الى وظائف جديدة في بلدان أخرى في المنطقة، ليحافظوا بذلك على استمرارية تدفق التحويلات المالية التي بلغت 7 مليارات دولار العام الماضي، وهي تعادل تقريبا مستوى 2008 نفسه.
وبلغ معدل النمو الحقيقي %9 العام الماضي، مقارنة بـ%8 في 2008. وتسارعت وتيرة خفض الدولرة، مع تراجع الودائع الدولارية من %75 الى %63، كما استمر النظام المصرفي الذي منع من قبل البنك المركزي من الاستثمار في الأصول السامة، في استقطاب الودائع من المغتربين.
وساعد الاقتصاد أيضا فترة نادرة من الاستقرار السياسي في أعقاب التوصل الى اتفاق بين الأطراف المتنازعة في قطر في مايو 2008. وهو الاتفاق الذي أنهى عامين من الشلل في عمل المؤسسات ومهد الطريق أمام انتخاب الرئيس واعادة فتح البرلمان. وفي السنة التالية أجريت انتخابات وشكلت حكومة وحدة وطنية.
ولكن يبدو أن الأوقات الجيدة قد شارفت على النهاية. فالتوتر بدأ يتصاعد مرة أخرى منذ الصيف وسط تجدد المواجهة بين الائتلاف الحاكم لرئيس الوزراء سعد الحريري الموالي للغرب، والمعارضة بقيادة حزب الله الموالي لسوريا وايران. ويقول خبراء اقتصاد بوجود مؤشرات أولية على تراجع الثقة، حيث يلاحظ نسيب غبريال، كبير الاقتصاديين في بنك بيبلوس أن مؤشر ثقة المستهلكين المحلي تراجع في يوليو وأغسطس وسبتمبر.

استقرار الليرة
كما كان على البنك المركزي التدخل «قليلا» وسط طلب غير عادي على الدولار، وفق ما يقول غبريال. ويقلل رياض سلامة، محافظ البنك المركزي من شأن الضغوط على العملة ويقول ان اتجاه تحويل الودائع الى الليرة اللبنانية مستمر، وان بوتيرة أبطأ. البنك المركزي اللبناني على ثقة من قدرته على المحافظة على استقرار الليرة بفضل احتياطيات العملة الأجنبية لديه، حتى في حال ازدادت الأزمة السياسية حدة، التي قد تندلع في حال اتهمت المحكمة الخاصة المشكلة للتحقيق في اغتيال رفيق الحريري أعضاء في حزب الله.
ويقول سلامة «من واقع الخبرة، نستطيع أن نعرف ما يمكن للبلاد أن تواجهه. لقد أظهرنا مرونة ونستطيع التعامل مع المواقف الصعبة». الا أن للتوترات السياسية تكاليف باهظة وتقوض محاولات تحويل لبنان الى اقتصاد طبيعي يؤمن الوظائف في السوق المحلية ويستعيد الأعداد الكبيرة من المغتربين الى بلادهم.

غياب التوافق السياسي
ونظرا لعدم وجود توافق سياسي حقيقي، فقد أثبتت الحكومة أنها صفقة للجمود بدلا من العمل المشترك. وتقول ريا الحسن، وزيرة المالية انه لم يتم اقرار الموازنة من قبل البرلمان منذ 2005، كما أنه من غير المرجح اقرار موازنة العام الحالي من قبل المجلس التشريعي، ذلك أنها تشمل بندا لتمويل محكمة الحريري التي يعارضها حزب الله. ونتيجة لذلك، تعطلت قدرة الحكومات منذ عام 2005 على تخصيص الأموال اللازمة للانفاق الرأسمالي في قطاعات هي في أمس الحاجة للتطوير.
ويقول خبراء الاقتصاد انه ينبغي على الحكومة أن تحاول على الأقل أن تضع استراتيجية للحد من الديون. لكن الخصخصة وقعت مرارا وتكرارا ضحية الخلافات السياسية والظروف الصعبة للسوق.
ومن دون وجود استراتيجية أكثر تنسيقا على المدى الطويل، فان عدم المساواة الاجتماعية بين المواطنين سيزداد اتساعا. وبحسب المسؤولين فان ما يصل الى %7 من اللبنانيين يعيشون في فقر مدقع، على الرغم من أن المراقبين يقولون ان النسبة أعلى بكثير، مع وجود %15 من السكان ممن يعتبرون أيضا من فئة الفقراء.
